The last bylaws approved by the Panorama City Neighborhood Council Board were passed on April 23, 2009. They contained provisions for the new biennial election cycle run by the City Clerk.
After the 2009 bylaws were approved, the Board of Neighborhood Commissioners established a policy that all neighborhood council bylaws would be reorganized to adhere to a new uniform Table of Contents. The Panorama City Neighborhood Council did not complete its own bylaws reorganization by the deadline. The Department of Neighborhood Empowerment then reorganized the council’s bylaws under the new Table of Contents and approved its own draft on July 31, 2012.
The July 31, 2012 bylaws are the current approved rules for the council. However, they contain some new wording that was never approved by the Board. In one case the new wording would prohibit the Board from appointing replacements to vacant Alternate positions. The council is in discussion with the Department about ways to resolve
